What is Public Housing?
The Public Housing Program is a waitlist program. When an applicant gets to the top of the waitlist, the applicant moves into a unit located in Bunnell, Fl.
Unlike Section 8, when an applicant reaches the top of the waitlist, an applicant for Public Housing DOES NOT move into a place of their choosing because the applicant would move into the Flagler County Public Housing units which are only located in Bunnell, FL.
In Flagler County, we refer to our public housing as a community we call Carver Village. Carver Village has affordable apartment project units for low-income families, the elderly, and persons with disabilities located in Bunnell, FL.
Public housing was established to provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities. Carver Village is a place of choice to live and to raise a family in Bunnell, Florida.

- Annual gross income
- Whether you qualify as elderly, a person with a disability, or as a family
- U.S. citizenship or eligible immigration status
Anyone can apply and submit an application for Public Housing.
If you are eligible, the Housing Authority will check your references to make sure you and your family will be good tenants. The Housing Authority will deny admission to any applicant whose habits and practices may be expected to have a detrimental effect on other tenants or on the project’s environment.
How is rent determined?
Your rent in this program, would be based on your
family’s anticipated gross annual income less deductions,
if any.
