What is Public Housing?

We refer to our public housing as a community we call Carver Village. Carver Village has affordable apartment project units for low-income families, the elderly, and persons with disabilities located in Bunnell, FL.

Public housing was established to provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities. Carver Village is a place of choice to live and to raise a family in Bunnell, Florida.

Who is eligible?

Carver Village’s Public Housing is limited to low-income families and individuals. The Housing Authority determines your eligibility based on:

  1. Annual gross income
  2. Whether you qualify as elderly, a person with a disability, or as a family
  3. U.S. citizenship or eligible immigration status

If you are eligible, the Housing Authority will check your references to make sure you and your family will be good tenants. The Housing Authority will deny admission to any applicant whose habits and practices may be expected to have a detrimental effect on other tenants or on the project’s environment.

How do I apply?

Applications are available online ONLY when the waitlist is open and ALL applications must be submitted online. NO APPLICATIONS WILL BE PROVIDED AT THE AGENCY! We do not accept any applications when the waitlist is CLOSED.

REASONABLE ACCOMMODATIONS: Paper applications will ONLY be offered as a Reasonable Accommodation to elderly & disabled applicants only as follows:
  • Any eldery or disabled applicant who desire a paper application must submit verification of their Social Security Letter Income with their written request.
  • Requests for a paper application must be in writing and mailed via postal mail to the Flagler County Housing Authority at P.O. Box 188, Bunnell, FL 32110-0188 but, ONLY when the applications for the waitlist are set to open.

How is rent determined?

Your rent in this program, would be based on your family’s anticipated gross annual income less deductions, if any.

The U.S. Department of Housing and urban Development (HUD) administers Federal aid to this agency for affordable housing at rents families can afford. Our housing inventory consists of the 3 sites that surround our office at 414 S. Bacher Street, Bunnell, FL.
